Asset-intensive organizations are challenged to estimate the fair market value of their assets when leasing or transferring ownership of their assets to another organization, establishing concession agreements, or negotiating performance-based maintenance contracts. A Whole Life Cost (WLC) approach rooted in Asset Management principles can help organizations determine asset value and ownership costs before and during divestment decisions and complex negotiations with third parties. 

A whole life cost approach would address the following questions: What is the basis for negotiating an appropriate price for sale of assets? What rehabilitation and replacement costs will need to be considered if the owner decides to retain ownership? How should the asset owner weigh up the options taking a whole life cost approach?  

This presentation provides a set of asset management practices to help organizations make an informed, defensible decision on whether to transfer the ownership of remote assets or retain them, establishing an appropriate value for the potential transfer of ownership, weighed against better information on future rehabilitation and replacement costs should the organization decide to retain the assets. The presentation will demonstrate that an asset management approach provides reliable insights to future lifecycle activities and capital improvement projects, and how it is a valuable tool for economic valuation studies to provide a well-grounded informed basis for estimating the financial benefit of the prospective negotiations/trades of assets. However, this also has wider application in how to realistically value infrastructure assets. The audience of this presentation can specifically be any asset-intensive organization dealing with uncertainties in making decision on ownership transfer of their assets or considering economic valuation of their assets. In general, this presentation will target any asset management practitioner interested in the application of asset management approach in making business decisions.
