Echo Xu

Sr Advisor Operations Capital Budgets. Enbridge

Echo obtained her bachelor’s degree in aerospace engineering from TMU, formally called Ryerson University. Upon graduation she was employed by Department of National Defense (DND) and became a weapon system management team member for CP140 and CH146. After finishing her contract with DND, she became the Engineering Manager at H.L Blachford where she was responsible for the design, procurement, and maintenance of all manufacturing assets for the company. Currently, she works as the Sr Advisor in Enbridge where she is an integrated member of Enbridge’s asset management ecosystem.

Luke has almost a decade's experience in implementing asset management and investment planning solutions for customers across utility, real estate, and transportation assets, enabling optimal plan creation for operational asset maintenance and capital projects. Luke has a Masters in Mathematics, focusing on data science.

Bb Adabanya

Asset Management Specialist. TransLink

Bb Adabanya, with an engineering background, currently holds the position of Asset Management Specialist at TransLink, since 2020. Adabanya is deeply engaged in Capital planning processes, conducting value assessments on annual capital projects, and playing a role in the development of renewal plans for assets to enhance visibility and facilitate long-range planning.

Francis Noël Bouvet

Sr Advisor, Asset Management. Norda Stello

Francis Noël Bouvet has over 17 years of experience as a building services expert, first in design and project management, then in asset management. He holds a professional certificate in asset management planning from the Institute of Public Works Engineering Australia (IPWEA), an internationally recognized association in public infrastructure asset management.

Mr. Noël Bouvet is one of the instigators of the implementation of asset management in the city of Trois-Rivières, recognized as one of the pioneers in AM in the province of Quebec. As a senior advisor in asset management at Planifika (now part of Norda Stelo) since 2022, he guides his clients towards the best practices in asset management, notably the development of SAMP and AMP. Always ready to get involved with the municipal community he has come to know; he has also worked with the CERIU to develop self-evaluation tools to analyze the Water Asset Resilience in municipalities in the context of climate change.
