Diana Cregar

Ms. Cregar serves as a Local Business Lead for the Information Solutions/Asset Management within Black & Veatch’s Water Division, joining the GIS Team in May of 2008. Prior to BV, Diana worked as a GIS Manager/Instructor at Eastern Michigan University, an Esri Certified Training Center, working on community based projects.

A focus of her career at Black and Veatch has been working with the California Department of Water Resources on the Delta Conveyance Program and O&M Asset Management Programs implementing enterprise GIS solutions.

Her other B&V clients include the Metropolitan Water District (MWD), City of San Diego Pure Water Project, San Francisco Power Utility Commission (SFPUC), City of Chicago Area 4 Tunnel, UGI Utilities, and the Placer County Agency. 

Crystal Schiffbauer-Bowles, GISP

Crystal earned a double Bachelor’s of science in Environmental Science and Environmental Biology from Rocky Mountain College in Billings, MT, her GIS Certificate at Univ of Denver, followed by her Master’s in Environmental Information Management through University College at the Univ of Denver in 2008.

She started working as an assistant to the Colorado State Land Survey and wildland fire for Bureau of Land Management and Interagency crews. Crystal went to Fairbanks, Alaska as a Botany and GIS Specialist for the 2005 summer and applied for a long-term internship for another year and half as a GIS Specialist before moving down to Sacramento, California.

She hired on with BV in 2009 committed to the DWR Conveyance project and has since increased her skills, projects, and clients to include Enterprise spatial data management, ArcGIS online dashboards integrating various data sources and field data collection, and remote data acquisition (Un-crewed Aerial Vehicles) pilot, data processing, sharing, storage, and fleet management. She has been a FAA Part 107 Certified UA pilot since 2018.

Anne Girtz

Anne earned her Bachelor’s in Civil Engineering in 2007 (University of North Dakota) and a Master’s in Environmental Engineering and Sustainable Infrastructure in 2016 (Royal Institute of Technology, Stockholm Sweden). 

She has 12 years of experience in master planning, design, and asset management of municipal water and wastewater utilities. For the last several years, Anne has focused on condition assessment, risk assessment, and helping clients prioritize rehabilitation efforts.

Chris O’Connor

Chris received his Master’s degree in Civil & Environmental Engineering from Cal Poly San Luis Obispo in 2019. He has 3 years of experience in hydraulic & hydrologic modeling, asset management, and risk & vulnerability assessment.

Chris has been the primary staff engineer for several asset management projects related to risk-informed capital improvement planning, horizontal & vertical asset condition & risk assessment, and InfoAsset Planner model development
