Dr Leon Smith

Dr Leon Smith is Head of Strategic Asset Management and Asset Transition at the North London Waste Authority (NLWA). He leads asset governance, lifecycle planning, and delivery assurance across the Authority’s estate, managing the transition to the new Energy Recovery Facility. This facility is the cornerstone of the £1.5bn North London Heat and Power Project (NLHPP), which is transforming the Edmonton EcoPark.

Leon chairs the cross-organisational Asset Management Steering Committee and sponsors PROJECT 60, strategically safeguarding and extending the existing Energy from Waste facility's operational life. He has successfully guided NLWA and its operator, LondonEnergy Limited (LEL), in establishing responsible asset stewardship—a joint transformation that won the UK Institute of Asset Management’s 2025 Corporate/Organisation Transformation Award. Dr Smith holds a PhD from Imperial College London and is a Non-Executive Director at Waltham Forest College.

Siobhan Henn

Shiv Henn is Head of Asset Management at LondonEnergy, where she leads the organisation’s data driven asset management strategy aligned with the long term objectives of the North London Waste Authority. With a background in mathematics and finance and expertise in infrastructure data analytics, she has extensive experience supporting asset management improvement across major infrastructure providers in the UK, Europe and Australasia. Previously working in rail and aviation sectors, Shiv focuses on improving decision making through high quality asset data and ISO 55001 aligned processes that support safe, reliable and efficient operations.

Jia He

Jia He is an Associate at Arup specialising in asset management transformation, infrastructure governance and capital programme strategy. He works with infrastructure owners and public sector organisations to strengthen asset management capability, improve investment decision making and establish governance frameworks that connect long term strategy with delivery. Jia has supported major infrastructure organisations across the UK water, energy and public sectors to implement structured planning approaches. His work focuses on translating strategic objectives into practical planning and governance frameworks that enable organisations to manage risk and deliver long term value from complex asset portfolios.
