Join us on 7 April at 1pm for this IAM hosted webinar with Transport Infrastructure Ireland (TII).
Transport Infrastructure Ireland (TII) recently published its Climate Adaptation Implementation Plan 2026–2030 for National Roads, outlining key measures to strengthen the resilience of Ireland’s National Roads network. This IAM seminar will give an overview of the measures TII will advance over the next five years.
The presentation will introduce TII’s developing Flood Analysis Tool, designed to bring data‑driven flood risk insights into asset management and investment decisions. This lunchtime talk will also provide an update on the development of TII’s Environmental Management System (EMS) that supports pavement programme planning by incorporating carbon emissions as a prioritisation criterion, thereby extending the pavement management system beyond the typical cost/condition optimisation domain.
Attendees will gain a concise picture of how TII is integrating climate adaptation and environmental performance into future asset management practice.

Aisling Doyle
BEng MSc PhD MICESenior Engineer | Climate Adaptation | TII
Aisling is a Chartered Engineer with the Institution of Civil Engineers. She is a Civil Engineer and holds both a Master’s degree and a PhD. Before joining Transport Infrastructure Ireland (TII), Aisling worked with Transport Scotland, the national transport agency responsible for managing, operating, and delivering major trunk road projects in Scotland, where she worked as a Project Manager on various road and rail projects.
Aisling recently joined TIIs’s Network Management’s Asset Management team. She is currently working on the delivery of TII’s Climate Adaptation Implementation Plan for the National Roads Network 2026–2030, which was published on 23 February 2026.
Raymond McGowan
Ray is Senior Engineer with TII working primarily in the area of Pavement Asset Management. He is a Chartered Engineer and holds a Masters in Engineering Science from NUI Galway, specialising in the interpretation of pavement structural condition data, and a Postgraduate Diploma in GIS from Leeds University. Before joining TII he worked as a consultant in the private sector. He has over 25 years experience in strategic and operational level pavement asset management, including condition data collection and analysis, rehabilitation program development and life cycle analysis.
