Asset management aims to balance costs, performance, and risks throughout the whole life of assets. However, when dealing with uncertainty and complexity, making such a balance becomes a big challenge. Deep uncertainties pertaining to climate change and its impacts on urban infrastructure assets require continuous evaluation of asset management policies and practices to better align interventions, both on asset- and system-level, such that the desired balance between cost, performance and risk is achieved. Specifically, coastal water supply infrastructure assets (such as wellfields and treatment facilities) are exposed to saltwater intrusion exacerbated by sea-level rise (a climate change stressor). Asset resilience is a characteristic of asset that retains asset performance at a desired level while it is exposed to a risk. Therefore, understanding asset resilience is essential because, due to the significant physical and institutional inertia in urban infrastructure systems, undesirable performances are very costly to reverse.

This presentation will demonstrate an adaptive decision-making model that helps infrastructure asset owners and managers in response to uncertainties about the future needs of their assets. The adaptive asset management approach integrates adaptation decision-making attributes (such as risk attitudes, adaptation actions, review intervals, etc.) with the stochastic climatic hazard scenarios (such as sea-level rise scenarios) to generate a landscape of pathways leading towards enhanced resilience in the system. The simulation model of this approach showed the capability and effectiveness of adaptive asset management planning in improving the resilience of coastal water supply infrastructure assets under sea-level rise impacts by identifying robust adaptation pathways leading to enhanced resilience under deep uncertainties.
