The Value of Asset Investment Planning in a Turbulent World 

This will be a panel discussion with four asset intensive organizations from different sectors and perspectives, and how asset investment planning has, and continues to be an important part of their asset management journey. Each of the participants will discuss how they moved from a knowledge-based decision-making culture to a data-driven culture when it comes to asset insights and making investments aligned to their organization’s goals and objectives. As well, conducting their day-to-day business is constantly being challenged by stakeholder expectations, climate impacts, geo-political and, funding constraints. You will hear how each organization uses data and technology to meet these challenges head on and retain control on key decision making for the future.  

The panel will consist of the District of Columbia, USA (2023 IAM Project of the Year Winner), City of Calgary, AB, CAN, City of Henderson Utilities, NV, USA, and Infrastructure Ontario, Toronto, CAN.

Moderator: Rob Corazzola, IAM Canada Board Member

Rob has over 40 years’ experience spanning both Public Sector and private sector Technology Sales. Educated and certified as a civil engineer, 30+ years in leadership roles for both local government and the private sector within software technology firms, all through a passion for asset management. Today, Rob is the Global Sales Director for Arcadis Digital Intelligence, provider of asset management and transportation digital offerings, and is a Board member of the IAM Canada, and member of the Canadian Network of Asset Managers.

Ron Fraser

Ron Fraser is the Vice President of Asset Renewal Management, in the Real Estate Division of the Infrastructure Ontario (IO). He is responsible for the planning, substantiation and optimal utilization of capital renewal/repair investment funding for approximately 28 million square feet of government-owned office and special purpose buildings located across the province of Ontario.

The Asset Renewal Management team’s responsibilities include translation of the various stakeholder’s budget strategic requirements into a communication package of key activities, timelines and deliverables; coordinating the gathering of evidence-based building condition and performance information to support reinvestment; development of the annual budget submission; budget owner for the resulting base-building reinvestment budgets; and providing budget oversight for related ancillary capital programs.

Richard Dietz

Richard Dietz serves as the Project Manager for the District of Columbia’s Capital Asset Replacement Scheduling System (CARSS).  Mr. Dietz led the development efforts on building CARSS which is an information technology enterprise solution for assessing assets and prerequisite to appropriately planning and budgeting for capital improvements, maintenance, and replacement needs.

Mr. Dietz is involved in the prioritization and scoring of capital projects, calculating the financial impact of deferred capital maintenance, and calculating asset condition on Roads and Highways, Fleet, Facilities, Equipment and IT projects having a combined total of $14 Billion dollars.

Victoria Underwood

Victoria Underwood has more than 27 years of experience in the water and wastewater industry. She has been the Infrastructure Support Manager for the City of Henderson’s Department of Utility Services for 15 years. The department manages over $4.4B in water, wastewater, and reclaimed water infrastructure. During her 21 years at the city, Victoria and her team have implemented the department’s CMMS as well as the Asset Management, Asset Renewal Forecasting, and Condition Assessment Programs. Prior to her current position, she was involved in master planning, hydraulic modeling, design and construction management for water, wastewater and reclaimed water systems. Victoria is a registered professional engineer and a graduate from UNLV with a bachelor's degree in Civil Engineering.

Steve Wyton

Steve Wyton has been a resident of Calgary since 1980.  He received his undergraduate degree in Civil Engineering in 1994 and his Masters in Business Administration in 2004, both at the University of Calgary.  He currently is a member in good-standing for the Association of Professional Engineers and Geosciences of Alberta (APEGA), the Institute of Asset Management (IAM), and the Canadian Network of Asset Managers (CNAM).

Steve has been employed in the City of Calgary since 1994.  From 2004 to present day, Steve has been the Manager of Asset Management Planning with the City of Calgary (with the exception of a one-year temporary secondment as the Manager of Infrastructure & Asset Management with Calgary Housing Company that ended in May 2020).  His responsibilities include management of the Corporation’s asset management policy and program, assurance of engineering oversight and performance assessment for the City’s asset portfolio, the provision of strategic advice to Calgary’s City Council and senior management regarding Calgary’s infrastructure investment and asset strategies.  This mandate requires him to ensure action is taken to address the risks related to Calgary’s $7.4 Billion infrastructure gap for a capital portfolio valued at $100 Billion.
