National Highways plans, designs, builds, operates and maintains England’s motorways and major A roads, known as the strategic road network (SRN). It relies on asset management to meet its priorities of safety, customers and delivery.

In this event, we will look at several aspects of National Highways’ asset management activities.

Liam Balmford and Stephen Morgan will present on the NH Digital Lab, which uses data to produce insights informing National Highways’ asset management.

David Lyons and Neil Tansley will present the methodology used by National Highways to develop its investment plans for asset renewals in Roads Period 3, covering the period from 2025 – 2030.

John Paterson and Rachel Long will present on the work that National Highways has done to understand the needs of its customers and feed them into its asset management activities.

David Lyons

AtkinsRéalis

David is a Principal Consultant in the Digital Asset Management practice at AtkinsRéalis. He has delivered asset management maturity projects across the transportation, utilities and defence sectors in the UK and Canada. David was the investment case lead for National Highways’ Roadside Technology asset class for Roads Period 3. David is a member of the IAM Midlands branch committee and enjoys learning about and sharing asset management best practice.

John Paterson

AtkinsRéalis

John is a Technical Director in the Digital Asset Management practice at AtkinsRéalis. John produces national guidance and best practice tools for the transportation sector, and implements these with a wide range of clients. He has a long-term role in supporting the UK Roads Leadership Group, and is a UK representative on the PIARC (World Road Association) Technical Committee for Asset Management, chair of international working group covering the renewal and rejuvenation of aging infrastructure, and vice-chair of PIARC UK Executive Committee. He is also responsible for developing a thriving and award-winning programme of customer focused work, with a view to integrating this into the decision-making process for highway infrastructure asset management.

Liam Balmford

National Highways

Lead Data Scientist working within the Digital Lab - Data Science, Chief Data Office. The Digital Lab deliver digital solutions across the organisation, applying data science and analytics to unlock value and realise the benefits. Liam is a Data Product Owner for a number of tools developed within the Digital Lab. 

 

Neil Tansley

ICS Consulting

Neil is an specialist in the development and use of asset investment optimisation solutions and regulatory business plan development. He has worked in the utilities sector for over 30 years, over 20 years of which specialising in risk-based asset management, investment planning and regulatory reporting (including the development of incentive mechanisms for value-focused investment delivery). Neil’s roles working with National Highways involved: undertaking investment planning maturity assessments; developing a risk and performance-based approach for tracking and reporting the benefits delivered by the RIS-3 investment programme; and creating a proof-of-concept asset risk and investment modelling solution for flexible pavement assets.

Rachel Long

AtkinsRéalis

Rachel is a Principal Consultant in the Digital Asset Management practice at AtkinsRéalis. Rachel has worked in the highways sector for over fifteen years and is responsible for Leading people & process change to improve Customer Experience and Social Value across the Transportation sector. She is also a member of a technical committee at PIARC (the World Road Congress), participating in the development of global best practice in highways asset management.

Stephen Morgan

Amey

Stephen is a Principal Asset Management Consultant at Amey Consulting and key team member of National Highways’ Digital Lab - responsible for the creation and embedment tools developed, including their Intelligence Led Predictive Maintenance Decision Support Tool. He has worked within Asset Management for over seven years, specialising within Highways. He is active within the IAM community, a member of the IAM Midlands branch committee and current Co-Chair of UK NxtGen. He is passionate about the industry, inspiring those new to Asset Management and growing its young professionals presence.
