This free in person event will explore how organizations can include inclusive infrastructure design into their asset management planning and decision making processes. The event will focus on using the following definition of inclusive infrastructure as defined by the Global Infrastructure Hub:
“Any infrastructure development that enhances positive outcomes in social inclusivity and ensures no individual, community, or social group is left behind or prevented from benefiting from improved infrastructure.”
There will be participant engagement in activities throughout the event to support a community of practice in this critical area of infrastructure design and operation.

Zibby Petch
Zibby Petch is an Associate Director and Practice Lead, Active Transportation with Arcadis IBI Group’s Hamilton, Ontario office. As a transportation planner and licensed Professional Engineer, Zibby has experience with policy, planning and design for active transportation and complete streets. She regularly collaborates on multi-disciplinary teams to develop high-quality cycling and pedestrian realms.
Stephen Scott
As Director, Investments at the Canada Infrastructure Bank (CIB), Stephen leads infrastructure project finance transactions in partnership with or for the benefit of Indigenous communities. He is proud and honoured to have closed a number of financings for meaningful Indigenous community infrastructure projects, including: Tshiuetin Railway, Kawkewistahaw Landing Infrastructure, Port Stalashen Wastewater Treatment Plant, Arrow Technology Group Broadband, Netmizaaggamig Nishnaabeg Reserve Extension, and Grasswoods Urban Reserve Wastewater Treatment Facility. Prior to joining the CIB, Stephen came from a background in commercial mid-market lending, wherein he was recognized with national performance awards at RBC and TD. As a proud member of the Métis Nation of Ontario, Stephen’s lineage traces back to Duck Lake, Saskatchewan and beyond to the Red River Settlement. Stephen lives in Toronto. He serves on the Board of Directors of Anishnawbe Health Foundation and the Métis Voyaguer Development Fund. He holds an MBA from the Schulich School of Business.
Sam Barr
Sam is an economics, public policy and government professional with nearly fifteen years' experience in both the public and private sectors. As Director of Knowledge Mobilization, Sam is responsible for increasing the impact of GI Hub knowledge products by making them more accessible for infrastructure practitioners. He has been with the GI Hub since 2019. Prior to joining the GI Hub, Sam managed government relations at Lion, a major global beverage company. Before Lion he held senior roles at Infrastructure New South Wales and the New South Wales Treasury. He has also worked as a senior adviser to two New South Wales Treasurers. Sam holds a Bachelor of Commerce with majors in Economics and Asian Studies from Griffith University in Brisbane. He is completing a Master of Arts in International Affairs through King’s College, London.
Oriana Vaccarino
Oriana is a Social Psychologist and Methodology Lead for KPMG’s Equity & Inclusion Group and a Senior Manager in the People and Change Advisory Practice. She has a Ph.D. in Applied Social Psychology, a M.Sc. in Mental Health, and over 12 years of experience focused on embedding equity, belonging, and human-centered design across processes and decisions. Her experience includes a focus on talent, psychological safety, leadership, mental health and wellbeing, stakeholder engagement, culture shifting, and impact measurement. Both her research and consulting work focuses on incorporating community voices into decision-making processes (e.g., policies, practices, strategies, programs), people with lived experience whose lives are impacted by these very decision-making processes such as newcomers and those experiencing mental health issues.
